～ジュアン・メンデス氏への英文の書き方～

前回、NPO法人で国連の拷問特別報告者、ジュアン・メンデス氏へメールを送る取り組みについてお伝えしました。本日は、このメンデス氏へ英文でメールを送る方法について述べたいと思います。本来はNPO法人の会員のために作られたものですが、そうでない方も同様の英文でメンデス氏にメールを送ることができます。ぜひご参照ください。
①下記のI. Identity of the person(s) subjected to torture以下の英文の部分をワードにコピーする。
②さらに下のI. 拷問の被害者の個人情報以下を参照に、①のワードファイルから自分に該当しない英文を削除する。（NPO非会員の方は青字の英文も削除する。）

A. Date and place of arrest and subsequent torture
I have not been arrested to date. I am calling to your attention the fact that I have been a torture victim in my normal everyday life for more than (five) years. I have been targeted from (January 2001 to this very day, September 15, 2013).
B. Identity of force(s) carrying out the initial detention and/or torture (police, intelligence services, armed forces, paramilitary, prison officials, other)
Electronic harassment is an invisible form of attack that can be exercised over a long distance. For this reason I have not been able to find out who the perpetrator is.
C. Were any person, such as a lawyer, relatives or friends, permitted to see the victim during detention? If so, how long after the arrest?
I have not been arrested to date. I am calling to your attention the fact that I have been a torture victim in my normal everyday life, so prohibition to see any person does not apply in my case.

G. Was the victim examined by a doctor at any point during or after his/her ordeal? If so, when? Was the examination performed by a prison or government doctor?
As I have not been arrested but have been a torture victim in everyday life, I was unable to consult a doctor presenting concrete medical evidence. Suspecting that something had been implanted in my body, in particular, in my head, I had my head examined by x-ray, CT scan and MRI. But nothing was discovered.
I am being treated by a psychologist and had some medication prescribed. It is totally mistreatment.
H. Was appropriate treatment received for injuries sustained as a result of the torture?
As this torture is being caused by electronic attack, it must be treated by the police and not by a doctor.
At some point I was diagnosed with schizophrenia by a psychiatrist, which I thought was highly inappropriate.
I. Was the medical examination performed in a manner which would enable the doctor to detect evidence of injuries sustained as a result of the torture? Were any medical reports or certificates issued? If so, what did the reports reveal?
I believe it is impossible for a doctor to detect evidence of electronic harassment.
J. If the victim died in custody, was an autopsy or forensic examination performed and which were the results?
If I died due to covert (electronic) harassment, I would be used as evidence showing the latest results of a human experiment.
I assume no autopsy or forensic examination would be conducted if I were to die of covert harassment.
Were any domestic remedies pursued by the victim or his/her family or representatives (complaints with the forces responsible, the judiciary, political organs, etc.)? If so, what was the result?
The Technological Crime Victims Network Specified Nonprofit Organization I belong to has submitted petitions to all related government organizations and politicians, for example, the Prime Minister, the Speakers of the House of Representatives and the House of Councilors, cabinet ministers of the Ministry of Internal Affairs and Communications, the Ministry of Justice, the Defensive Agency, the Ministry of Education and Science, the Ministry of Welfare and Labour, the Ministry of Foreign Affairs, the heads of local governments, the National Police Agency, and the 47 district police headquarters. But we have not received a single answer.

A. 拘束された日付と場所、その後の拷問
「私は今日まで逮捕歴がありません。私はこの（５年間）平素の生活の中で拷問を受けている事実に目を向けてもらうために訴えています。私は（２００１年１月から本年９月１５日）この日まで拷問を受け続けています。」という内容の文章にしました。妥当な内容だと思われましたら、括弧内を皆様の状況に書き換えて下さい。

「電子的ハラスメントは遠隔から見えない方法で行なわれる攻撃です。そのためその首謀者を発見できずにいます。」と記しました。これで宜しいようでしたらそのままにして送信して下さい。首謀者を特定している場合はこれを消してご自身のお考えをお書き下さい。
C. 拘留中に、被害者は弁護士、親戚、友人などに面会することが許可されましたか？許可された場合、拘束後、どれぐらいの時間が経過していましたか？

As I have not been arrested but have been a torture victim in everyday life by invisible way and from long distance, I was unable to consult a doctor presenting concrete medical evidence. 「私は逮捕歴がなく見えない方法で遠隔かえら行われる拷問被害者であるため、医師からそれを証明する診断書を得ることができませんでした。」
Suspecting that something had been implanted in my body, in particular, in my head, I had my head examined by x-ray, CT scan and MRI. But nothing was discovered.「身体へのインプラント、特に頭部へのインプラントを疑っており、頭部レントゲン・ＣＴスキャン・ＭＲＩを撮ったが発見されませんでした。」
I am being treated by a psychologist and had some medication prescribed which I thought was highly inappropriate.
「私は精神科医に受診し、治療を受けました。それは全く誤った治療であります。」
H. 拷問で負った怪我は、適切に治療されましたか？

As this torture is being caused by electronic attack, it must be treated by the police and not by a doctor.「この拷問は電子的攻撃であるため警察が対処すべきで医者ではありません。」
At some point I was diagnosed with schizophrenia by a psychiatrist, which I thought was highly inappropriate.「私は精神科医に精神分裂病（統合失調症）と診断されました。これは誤診です。」
I. 拷問で受けた負傷の証拠を医師が見つけられる方法で、医療的な診断が行われましたか？診断報告書または診断書が発行されましたか？発行された場合、報告書から明らかになったことがありますか？
I believe it is impossible for a doctor to detect evidence of electronic harassment.「医者がテクノロジー犯罪の証拠を調査することは不可能と考えます。」と書きました。妥当だとお考えでしたら残して、不適当とお考えでしたらご自身でお書き下さい。
J. 被害者が拘留中に死亡した場合、検視あるいは法医学的な検査が行われましたか？結果を説明してください。

If I died due to covert (electronic) harassment, I would be used as evidence showing the latest results of a human experiment.「テクノロジー犯罪で私が死んだとしたら人体実験の最後の結果を示すものとして使われると考えます」と記しました。
I assume no autopsy or forensic examination would be conducted if I were to die of covert harassment.「テクノロジー犯罪で死んだとしても検視も法医学的な検査も行なわれないと考える。」と記しました。
III. 是正措置
被害者本人またはその家族、もしくは代理人により、国内的な是正措置が要求されましたか（担当の部隊、裁判官、政党機関などを伴った告訴）？その場合、どのような結果になりましたか？
「私が所属しているＮＰＯテクノロジー犯罪被害ネットワークでは、２００８年５月１３日より継続して、総理大臣はじめ衆参両議院議長、総務大臣・法務大臣・防衛大臣・文部科学大臣・厚生労働大臣・外務大臣等関係各機関の大臣、地方自治体の長、警察庁長官はじめ全国の県警本部長等に要望書を出し続けております。しかし何の回答も得られておりません。」と記しました。このまま送信して下さい。
